Central Superior Service (CSS)
Overview:
Civil Service is that branches of
public service which deals with the execution of government plans,
policies and programmes. Civil Services employees are called as civil
servant and employment in the civil services is usually based on
competitive examination. In Pakistan the hiring for the civil servant is
done through CSS exam which are conducted by Federal Public Service
Commission (FPSC). Pakistan today needs young men and women, with
qualities of both head and heart. To choose only such balanced
individuals is the purpose of the civil services examination.
Every year Federal Public Service
Commission (FPSC) conducts Central Superior Service (CSS) examination to
fill vacant posts of grade-17 in the following groups:
- Police Service of Pakistan
- District Management Group
- Foreign Service of Pakistan
- Customs and Excise Group
- Income Tax Group
- Pakistan Audit and Accounts Services
- Commerce and Trade Group
- Postal Group
- Railways Group (Commercial and Transportation)
- Information Group
Selection Process:
The Competitive Examination of CSS comprises of:
- Written Examination
- Medical Test
- Psychological Test
- Viva Voce
There are 6 compulsory subjects of
100 marks each and the candidate has to select subjects of total 600
marks among optional subjects. The written test total would be of 1200
marks. After clearing the written part of the exam, candidates appear in
the Psychological Tests and Viva Voce Test of 300 marks. Thus the total
marks are 1500.
The age limit is 21 years to 28 years
and the minimum education required to appear in this exam is
graduation. There are only three chances to take the CSS exam.
Career Progression:
- After selection there is 9-month
basic training at the Civil Service Academy, Lahore and after this
departmental training starts. In total this training period is of two
years duration. After this period, candidates are posted as grade-17
officers.
- 5-years are required for the first
promotion i.e. to grade-18 provided there are vacant posts available
for it. Promotion to grade-19 further requires 7 years while promotion
to grade-20 requires compulsory training at National Institute of Public
Administration (NIPA) at Lahore, Karachi, Peshawar and Quetta. Five
month training is required to be promoted to grade-21. This training is
conducted at Administrative Staff College, Lahore. Grade-22 is the last
rank in this ladder of grades.

The examination will be held
simultaneously at Abbottabad, D.I. Khan, Faisalabad, Hyderabad,
Islamabad, Karachi, Lahore, Larkana, Multan, Peshawar, Quetta and
Sukkur.
